Introduction

Planning Schemes Online (PSO) provides access to the approved planning schemes for the 79 local government and for the 3 special planning areas in the State of Victoria.

Planning Schemes consist of ordinance (text) and maps which describe the land use zones and overlays. Find out more about Planning Schemes.

The ordinance and maps are presented as Acrobat Portable Document Format (PDF) files. In order to view these files you will need to have installed the Adobe Acrobat Reader software. The Adobe Acrobat Reader is bundled with the latest version of most popular web browsers, and is also available for free download from the Adobe website. Both the text and map PDFs can be opened within your web browser or Adobe depending on your Internet preference settings in Adobe.

The speed at which you will be able to access information in Planning Schemes Online (PSO) is related to the speed of your Internet connection. For the PDFs, once Acrobat reader has been opened for the first time subsequent viewing of documents take much less time. Please be patient when accessing maps as tests on a 56Kb modem have indicated that the maps can take up to 90 seconds to download.

The amendment amends Clause 15.14 to provide an overarching renewable energy statement, Clause 74 and 75 to include a new land use term and group for renewable energy facility, Clause 35.06 (RCZ), 35.07 (FZ) and 36.03 (PCRZ) to include a renewable energy facility as a permit required use. Introduces a new particular provision Clause 52.42 – Renewable energy facility. Amends Clause 15 and 81 to update the Policy and Planning Guidelines for Development of Wind Energy Facilities in Victoria to the 2009 guidelines. Amends Clause 52.32 Wind Energy Facility and the reference to wind energy facilities in the schedule to Clause 61.01 to be consistent with the new guidelines. Amends the definition of anemometers in Clause 72 and Wind Energy Facility in Clause 74. Amends Clause 62.02 to make the installation of solar energy systems exempt from a permit. Amends Clause 12.05 to include a new maritime precinct policy, including two new reference documents. Amends Clause 15, 44.03 (FO) and 44.04 (LSIO) to include reference, purposes and decision guidelines regarding river health strategies and regional wetland plans. Amends Clause 16, 17 and 81.01 to include reference to the new Victorian Code for Broiler Farms 2009, amends Clause 52.31, 66.05 and 74 to reference the new code and introduce new notice requirements and update the definition for broiler farms. The amendment VC59 introduces a new zone, Clause 37.08 Activity Centre Zone (ACZ) and accompanying schedule into the Victoria Planning Provisions. Amends the Manningham Planning Scheme by deleting the Comprehensive Development Zone and Schedule 1 to the zone and replacing it with the ACZ and a new schedule - Doncaster Hill Principal Activity Centre. Amends the Local Planning Policy Framework, Design and Development Overlay and maps to incorporate the ACZ. Rezones land to the ACZ and amends the planning scheme maps to specify land affected by the Environmental Audit Overlay.

Amendment VC56 to the Victoria Planning Provisions and all State Planning Schemes. Approved 22/05/2009.The amendment introduces a new particular provision, Clause 52.40 - Government Funded Education Facilities, providing a permit exemption for specified government funded buildings and works. Amends the Schedule to Clause 61.01 to establish the Minister for Planning as the responsible authority for approving matters to be done to the satisfaction under Clause 52.40. Amends the schedule of Clause 53 or the Yarra Ranges Planning Scheme to clarify the permit exemptions of Clause 52.40. Introduces a new particular provision, Clause 52.41 - Government Funded Social Housing providing an exemption from notice, decision and review rights for specified government funded accommodation. Amends the schedule to Clause 61.01 to establish the Minister for Planning as the responsible authority under Clause 52.41. Corrects the general provisions, Clause 62.02-2 to clarify the permit exemption applies to furniture and works normally associated with an education centre.

The Amendment introduces new provisions for residential aged care facilities in Clause 16, the residential zones and in Clauses 74 and 75; makes certain minor buildings and works associated with an Education centre exempt from the requirement for a planning permit in Clause 62.02; makes corrections and clarifications to the native vegetation provisions; specifies advertising sign requirements for situations where the PUZ4 and RDZ abut each other; introduces new dry stone wall provisions in Clause 52.37 together with decision guidelines for post boxes and dry stone walls and inserts the schedule to Clause 52.37 in all planning schemes and specifies a permit requirement for dry stone walls in 12 planning schemes.
