Dear Stakeholder

Regulatory Impact Statement: Victorian Energy Efficiency Target Regulations

The Victorian Government is committed to providing an affordable, reliable, sustainable energy supply, and working to ease the cost of living pressures faced by households and small business.

In recent years Victoria has faced many new energy challenges, including sharply increasing electricity prices, the need to secure new generating plant and upgrade the reliability of electricity transmission and distribution, while encouraging a transition to more sustainable energy sources.

The Victorian Energy Efficiency Target (VEET) aims to help households and energy retailers to improve energy efficiency, with associated benefits in terms of reducing greenhouse gas emissions. The VEET scheme target is now due for review. The enclosed Regulatory Impact Statement (RIS) has been developed and published as part of this review.

Please note that the development of the RIS was commenced under the previous government, and therefore the content does not necessarily reflect the policies and views of the current Government.

The Victorian Competition and Efficiency Commission has also reviewed the RIS and the enclosed assessment should be read in conjunction with the RIS.

Comments and submissions are invited on the VEET Target for 2012-14, as well as on the performance and value of the scheme in general. Submissions are due by Friday 15 April, 2011 and should be sent to Anthony Williamson, Energy Sector Development Division, Department of Primary Industries, GPO Box 4440 Melbourne Vic 3001 or energysaverincentive@dpi.vic.gov.au.

Yours faithfully,

HON. MICHAEL O'BRIEN MP
Minister for Energy and Resources
