Exploration Reporting Guidelines

About the guidelines

The guidelines outline the hardcopy and digital reporting requirements and types of data collected under Exploration and Mining Licences in Victoria.

The required content of the Technical Report follows the national uniform guidelines developed by the Chief Government Geologists. Australia-wide standards have been adopted for submission of digital data and these now apply to the statutory reporting requirements for exploration and mining licences. The standards, which have been developed through industry consultation, provide uniformity for digital reporting by explorers in Australia. They will ensure that the large investment in basic data gathering is available and more useable for future explorers. The standards allow maximum flexibility in data submission while ensuring that critical metadata and supporting data are included.

The Department of Primary Industries (DPI), Victoria will only accept digital reports in PDF format and digital mineral exploration data in delimited ASCII format in accordance with these guidelines issued under Section 116 of the Mineral Resources (Sustainable Development) Act 1990.

Hardcopy reports are to continue to be submitted until further notice.

Reports and or data without the required hardcopy or of poor quality will not be accepted as meeting the reporting requirements.

From 1 July 2005 the mapping datum to be used for exploration reporting by Victorian licensees is GDA94. As users and suppliers of data, explorers need to be aware of the datum their data are in and explicitly provide this information when supplying coordinates, data and maps.

Summary of requirements

Technical Report of exploration - Annual & Final - (Schedule 16)

1. The Technical Report presents the technical results and geological interpretation of exploration during the reporting period. The report should include data and any consultant or laboratory reports as appendices. Section 2 of the guidelines presents the requirements for the Technical Report.

2. A Technical Report is required for all exploration licences and for mining licences of more than 5 hectares where exploration activities have been undertaken.

3. A Technical Report must be submitted within 4 weeks after the annual reporting date of the licence AND within 4 weeks after the licence has ceased to exist (expired, surrendered, cancelled or not renewed).

4. A Technical Report may cover more than one licence belonging to a licensee if together the licences make a discrete exploration project .

5. Partial Relinquishment Reports are required as areas are relinquished. These reports will provide details of all the work conducted within the relinquished area, from the grant of the title to the time of relinquishment.

6. If the Technical Report is a final report, that is, prepared after the licence has ceased to exist, it should be a summary of the all the work done over the life of the licence and the geological conclusions reached. It must include any previously unsubmitted data. When a licence that has been joint reported ceases to exist, you must submit a Final Report detailing all the work conducted within that licence, excluding the area of any current licence.

7. Submit your Technical Report as a digital .pdf document with exploration data in delimited ASCII format, along with a single hardcopy which should be a simply bound (eg. ring or spiral) volume(s).

Annual Expenditure & Activities Return - (Schedule 14)

8. The Expenditure & Activities Return lists the expenditure for the reporting year against a summary of operations. Complete this in the manner of the example in the guidelines (Section 3).

9. An Expenditure & Activities Return must be submitted within 4 weeks after the annual reporting date of the licence, that is, at the same time as the annual Technical Report.

10. The Return includes a column for details of the data appended to the Technical Report to enable efficient data capture and release to open file when appropriate.

11. One Return per licence is required. An electronic template of the Return (Schedule 14) is available which may be completed electronically then printed for submission.

Reporting date

12. The reporting date for exploration licences may be one of the following dates: 31 March, 30 June, 30 September, 31 December.

The reporting date is specified on exploration licences granted on or after 28 October 2002; and is specified after consultation with the licensee for exploration licences granted before 28 October 2002.

The reporting date for mining licences is 30 June.

Electronic Text & Data Submission

14. Australia wide standards have been developed for submission of digital data and incorporated into these guidelines. Licence holders are requested to provide an electronic copy of the text of the Technical Report and Expenditure return as separate pdf documents, on diskette, CD or by email, with the bound copy of the Technical Report in accordance with these guidelines. These digital data will be transferred electronically to the Minerals & Petroleum Reference Centre for future public release according to legislation.
