Review of fruit fly in Victoria
In 2008 the DPI commenced a review of Victoria's fruit fly management program in collaboration with peak fruit industry bodies. The review was in response to a worsening Queensland fruit fly (QFF) situation in Victoria, which had seen approximately 38 outbreaks detected across regional Victoria and metropolitan Melbourne. Most importantly, outbreaks in the Melbourne suburbs of Kensington, Ascot Vale and Carrum Downs, as well as regional centres including Wonthaggi, Langsborough and Sale, suggested that QFF had established to varying levels in areas of the State previously thought to be too cold for the pest to establish.
The objectives of the review were to:
- Identify area wide management options which strategically addressed future industry requirements for QFF management;
- Identify the beneficiaries of QFF management in Victoria; and
- Identify possible cost-sharing arrangements with beneficiaries.
To achieve these objectives, DPI commissioned the following technical reports, which were compiled by DPI staff and specialist consultants during 2009 and 2010.
- Review of Fruit Fly Management in Victoria and Options for Future Management - Kalang Consultancy Services Pty Ltd (December 2009)
This report highlighted key technical issues facing fruit fly management in Victoria and described a series of options which would strategically address them. - Benefit-cost analysis (BCA) of options for managing Queensland fruit fly in Victoria - DPI Economic and Policy Research Branch (April 2010)
The BCA examined the benefits and costs of current and alternative QFF management strategies proposed in the Kalang report. - Funding of the Queensland Fruit Fly Management Program in Victoria - Access Economics (April 2010)
This report focussed on cost sharing principles and potential cost sharing arrangements between government, industry and other stakeholders relevant to Australia.
Biosecurity Victoria held a series of focus group discussions with industry stakeholders during 2010 to refine the findings of these three pieces of work and further clarify industry expectations about the future management of this important pest within the State.
