Moving Plants and Plant Products - Commercial and Private

To minimise the spread of pests and diseases into Victoria's major crop production areas, there are restrictions on the movement of certain materials (such as some plants, plant products, used packaging, agricultural equipment and soil). Restrictions may apply to materials which are moved into or out of declared areas within Victoria, or to the importation of material from another state.

These restrictions are supported by Victorian Government legislation. From 1 July 2012, the new Plant Biosecurity Act 2010 and Plant Biosecurity Regulations 2012 replace the existing Plant Health and Plant Products Act 1995 and the Plant Health and Plant Products Regulations 2006. However, the new Act and Regulations will only affect the movement of plants and plant products in the event of certain pest or disease outbreaks.

There are also controls on the interstate export of prescribed materials, as each State and Territory has its own requirements which must be met.

For private (non-commercial) interstate travellers, the Traveller's Guide to Australian Interstate Quarantine provides an overview of movement restrictions.

Benefits from restrictions on the movement of plant products, together with pest control and eradication, include:

  • greater access to national and international markets for farmers
  • reduced processing costs of fresh fruit and vegetables
  • reduced use of some chemical treatments.
