Why would I want to get into 1080 bait sales?
1080 will increase your product range, enabling you to better meet your customers' needs.
What accreditation do I need to sell APVMA registered 1080 pest animal bait?
To sell Australian Pesticides and Veterinary Medicines Authority (APVMA) registered 1080 bait products you must have Agsafe Guardian 1080 accreditation of your premises and have completed Agsafe Guardian 1080 training.
How does Agsafe Guardian 1080 accreditation affect my normal Agsafe accreditation?
1080 accreditation is an extension of your existing Agsafe Guardian premises accreditation which will allow you to carry 1080 pest animal bait products in addition to other agricultural and veterinary chemicals.
Agsafe Guardian 1080 training will need to be completed every four years and will count towards Agsafe re-accreditation for a period of two years. This means that 1080 retailers will need to rotate their training between 1080 training and regular Agsafe re-accreditation every two years.

What process do I have to follow when selling APVMA registered 1080 pest animal bait?
You must:
- ensure the purchaser is not under the' age of 18 years; and
- sight the purchaser's valid authorisation (Agricultural Chemical User Permit (ACUP) with a 1080 endorsement, Commercial Operator Licence (COL) with vermin destroyer endorsement or staff listed on that COL who have completed the Course in Minimising the Risks in the Use of 1080 Pest Animal to Use Pesticides (LTUP) authorising the use of pestiCides formulated to control pest animals); and
- sight and co-sign the purchaser's 1080 Bait User Declaration prior to the purchase; and
- keep records (including the Bait User Declaration) and the prescribed records for retail sale or supply of Schedule 7 poisons for a minimum of 3 years; and
- store 1080 pest animal bait products in an area not accessible to the public, or in an area under your direct supervision.
You can only supply bait to an authorised user.
What paperwork do I need to see before I am legally able to sell 1080?
To sell 1080 bait you must:
- sight the purchaser's valid authorisation (eg. ACUP with 1080 endorsement, COL with vermin destroyer endorsement or LTUP
with authorisation to control pest animals) - it is illegal to sell bait to anyone who is not an authorised user; and - complete the retailer section and co-sign the Bait User Declaration.

Is there a limit on how much bait I can sell to one person in one day?
No. The user is responsible for assessing risk and the amount of bait required. 1080 pest animal bait products cannot be stored beyond the period of the baiting program and product label directions. If retailers suspect something is amiss they should inform the DPI Customer Service Centre on 136 186.
Under what circumstances can a retailer refuse to sell bait?
You should refuse a sale if the person does not present a valid authorisation (ie. ACUP with 1080 endorsement, COL with vermin destroyer endorsement or LTUP with authorisation to control pest animals) or does not complete a signed Bait User Declaration.
Can I sell bait to an interstate person for use interstate?
No. You can only supply bait to a person who holds a valid ACUP with 1080 endorsement, COL with vermin destroyer endorsement or LTUP holder with authorisation to control pest animals, and has signed and completed a Bait User Declaration. End users are only able to purchase and use 1080 pest animal bait in Victoria.
Can I sell bait to an interstate person who has an ACUP and owns land in Victoria?
Yes. They must present a valid ACUP with 1080 endorsement as well as a completed and signed Bait User Declaration (which states a Victorian address for where the bait will be laid). The bait can only be used in Victoria.
Can I supply bait to a person picking up bait for another person?
Yes. But only if the person picking up the bait is an authorised 1080 bait user and can present the following to the retailer:
- their valid authorisation (ACUP with 1080 endorsement, COL with vermin destroyer endorsement or LTUP with authorisation to control pest animals); and
- your own valid authorisation (ACUP with 1080 endorsement, COL with vermin destroyer endorsement or LTUP with authorisation to control pest animals); and
- the completed Bait User Declaration signed by the bait user.
What records do I need to keep?
Section 38 of the Drugs Poisons and Controlled Substances Act 1981 requires that you must keep an accurate record of the sale or supply of Schedule 7 pOisons. This means that for the sale or supply of 1080 pest animal bait products, you must keep an accurate record of:
- the name and address of the person who purchases or obtains the 1080 pest animal bait products; and
- the date of supply; and
- the name and quantity of the 1080 pest animal bait products purchased or obtained.
Records are to be kept for a minmimum of 3 years.
Who do I tell if I suspect a misuse or intended misuse?
All concerns regarding misuse or any other incidents or non-target damage need to be reported to the DPI Customer Service Centre on 136 186.
Where can I buy APVMA-registered 1080 pest animal bait products?
APVMA registered 1080 pest animal bait products are available from two commercial manufacturers in Victoria. They are:
- Animal Control Technologies, 03 9308 9688; and
- Paks National, 02 9999 3949.
Where can I get Bait User Declaration forms?

Do I have to supply warning signs?
It is not compulsory but is strongly urged by DPI. Make further inquiries with your manufacturer.
Is there a minimum size for a property for the use of 1080 pest animal bait?
No. There is no minimum-sized property for baiting in Victoria, however there are minimum distances the bait has to be laid from certain landscape features such as roads, houses, fences and water. 1080 Risk Assessments are used to assess the appropriateness of using bait and include the consideration of property size.

Does the Government have any say in the price of bait?
No. It is subject to market forces and set by the private sector.
Am I liable if a user misuses 1080 bait?
No. The onus is on the user to assess the risk and sign off on the Bait User Declaration that they have done so. The user must use 1080 in accordance with the product label and Directions for the Use of 1080 Pest Animal Bait Products in Victoria.
