Victoria’s 1080 Pest Animal Bait System

What are the main changes to Victoria’s 1080 pest animal bait system?

Authorised persons in Victoria can now purchase 1080 pest animal bait products from accredited retailers or licensed perishable bait manufacturers.

Two categories of 1080 pest animal bait products are now available in Victoria:

  1. Australian Pesticides and Veterinary Medicines Authority (APVMA) registered 1080 pest animal bait products (‘shelf-stable bait’) such as dry oats and dried meat baits. Retailers of these baits must have Agsafe Guardian 1080 accreditation.
  2. Perishable 1080 pest animal bait products (‘fresh’ bait) such as carrot and liver, manufactured using 1080 aqueous solution registered with the APVMA for that purpose. These bait products are not registered with the APVMA but are supplied under an APVMA permit. The manufacturer of these bait products is also the retailer. These persons must meet specific training and accreditation requirements and be licensed by the Department of Human Services (DHS).

In order to purchase 1080 pest animal bait products you need to complete a Course in Minimising the Risks in the Use of 1080 Pest Animal Bait Products for Vertebrate Pest Control and obtain a 1080 endorsement to your Agricultural Chemical User Permit (ACUP).

These changes are designed to make it easier for you to purchase 1080 pest animal bait products. They enable users to purchase 1080 pest animal bait products from local accredited retailers during normal business hours, enable a greater range of 1080 pest animal bait products to become available to users, and make the manufacture, supply and use of 1080 pest animal bait products safer.

Where can I purchase 1080 pest animal bait products in Victoria?

Australian Pesticides and Veterinary Medicines Authority (APVMA) registered products (eg. dry oats and dried meat baits) are available from accredited retailers who have Agsafe Guardian 1080 accreditation under the Agsafe industry program.

Perishable 1080 pest animal bait products can be purchased from authorised perishable bait manufacturers who have a licence issued by the Department of Human Services (DHS) enabling them to prepare and sell perishable (fresh) bait such as liver for fox control or carrots for rabbit control, using APVMA registered 1080 aqueous solution.

It is possible for retailers to be both accredited and authorised.

Who is authorised to purchase and use 1080 pest animal bait products in Victoria?

1080 pest animal baits may only be supplied to or used by ‘authorised persons’ who include:

  • a person holding a valid ACUP with 1080 endorsement issued under the Agricultural and Veterinary Chemicals (Control of Use Act) 1992
  • a person or entity holding a valid Commercial Operator Licence (COL) with a vermin destroyer endorsement issued under the Agricultural and Veterinary Chemicals (Control of Use) Act 1992, or the staff listed on the COL who have completed a Course in Minimising the Risks in the Use of 1080 Pest Animal Bait Products for Vertebrate Pest Control
  • a person holding a valid Licence to Use Pesticides (LTUP) issued under the Health Act 1958, authorising the use of pesticides formulated for the control of pest animals.

What do I need to do to be eligible to purchase and use 1080 pest animal bait products?

If you’ve already got a valid ACUP you must complete a half-day Course in Minimising the Risks in the Use of 1080 Pest Animal Bait Products for Vertebrate Pest Control and apply to the Department of Primary Industries (DPI) Chemical Standards Branch for a 1080 endorsement to your ACUP to be able to buy and use 1080 pest animal bait products.

If you do not have a valid ACUP, you have to complete a Farm Chemical Users Course after which you can apply for your ACUP. Once you have obtained an ACUP, you must complete a Course in Minimising the Risks in the Use of 1080 Pest Animal Bait Products for Vertebrate Pest Control and apply to DPI Chemical Standards Branch for a 1080 endorsement to your ACUP to be able to buy and use 1080 pest animal bait products.

If I already have an ACUP but no longer wish to use 1080, how does this affect me?

The 1080 endorsement is specific to 1080 bait use and does not relate to the use of any other agricultural and veterinary chemicals. If you do not wish to purchase and use 1080 pest animal bait products you do not need to attend the Course in Minimising the Risks in the Use of 1080 Pest Animal Bait products for Vertebrate Pest Control or apply for a 1080 endorsement to your ACUP.

When did these changes happen?

Authorised persons in Victoria were able to purchase 1080 pest animal bait products over the counter from any Agsafe Guardian 1080 accredited retailer or authorised perishable bait manufacturer from 1 January 2008.

What are the benefits of the new 1080 bait system?

The new system allows for better access to 1080 pest animal bait products by allowing bait users to purchase baits from local accredited retailers during normal business hours. The system also enables access to a wider range of products such as perishable baits like carrot for rabbit control.

How does the new system make the use of 1080 safer?

The new system is safer because users of 1080 pest animal bait products will have completed a 1080-specific training course. An ACUP doesn’t train you specifically for the use of 1080 bait, which is a very dangerous poison with no antidote. Improving access to 1080 bait means that it is extremely important that users know how to use it safely. Therefore, to ensure the safety of the community and to minimise possibilities for non-target damage, you must complete this extra qualification which remains valid for 10 years.

Users will also have had to conduct a 1080 Risk Assessment before each use and will need to adhere to the product label and more comprehensive and enforceable Directions for the Use of 1080 Pest Animal Bait Products in Victoria.

Training requirement for retailers of APVMA registered 1080 pest animal bait products

To sell Australian Pesticides and Veterinary Medicines Authority (APVMA) registered bait products (such as dry oats and dried meat bait) you must have Agsafe Guardian 1080 accreditation of your premises and have completed Agsafe Guardian 1080 training.

Training requirements for manufacturers and retailers of 1080 perishable bait using aqueous solution

You must have a licence from DHS to manufacture and supply perishable 1080 pest animal baits that are prepared using 1080 aqueous solution. To qualify as an authorised person to obtain a DHS licence you must either:

  • be a manufacturer of an APVMA registered 1080 aqueous solution; or
  • be a COL whose licence is endorsed for vermin control, and who has successfully completed Agsafe Guardian 1080 Perishable Bait training and Perishable Bait Manufacturer training.

Training requirements for commercial operators of 1080 pest animal bait products

Vermin endorsed Commercial Operator Licence holders who apply 1080 pest animal bait products must comply with the following new requirements for purchase and use of 1080 bait:

COL holders with a vermin destroyer endorsement who have completed Agsafe Guardian 1080 for Perishable Bait training and 1080 Perishable Bait Manufacturer training can apply to DHS for a licence to manufacture and supply to end users perishable 1080 pest animal bait products.
