Summary of legislation
The Victorian Plant Health and Plant Products Act 1995 (the Act) provides the framework for the prevention, monitoring, control and eradication of plant pests and diseases in Victoria. The Act aims to protect Victorian plant industries from the impact of pests and diseases whilst causing minimal disruption to trade.
The Plant Health and Plant Products Regulations 2006 support the operation of the Act.
The Act, via Orders -
- may prohibit the movement of certain material into Victoria to prevent the entry of exotic pests and diseases detected in other States or Territories, into Victoria;
- allows areas in Victoria to be declared, and conditions imposed on the movement of certain materials, to prevent the entry of a pest or disease into that area;
- allows areas in Victoria to be declared, and conditions imposed on the movement of certain materials, to prevent the spread of a pest or disease from that area.
Current orders are shown in the tables below. Those orders that have expired or been revoked can be viewed on the Government Gazette website.
Declared Exotic Pests and Diseases
A pest or disease is classified as a declared pest or disease or notifiable pest or disease, or an exotic pest or disease
Importation Orders
The following Orders are in place which restrict or prohibit the movement of plants, plant materials and other items into Victoria to prevent the entry of specified pests or disease-
- Annual Ryegrass Toxicity
- Asparagus Stem Blight
- Blueberry Rust
- Citrus Red Mite
- Citrus Tristeza Virus
- Daylily Rust
- Electric Ant
- European House Borer
- Fire Ant
- Green Snail
- Lettuce Leaf Blight
- Lupin Anthracnose
- Mediterranean Fruit Fly
- Myrtle rust
- Onion Smut
- Queensland Fruit Fly
- Spiralling Whitefly
- Tomato Yellow Leaf Curl Virus

Declared Areas
Orders are in place for the purpose of preventing-
- the spread of the pest Queensland Fruit Fly from a specified portion of Eastern Gippsland
- the entry of the pest Queensland Fruit Fly into specified portions of Victoria: FFEZ and Greater Sunraysia Pest Free Area
- the entry of the pest Grape Phylloxera into specified areas: Phylloxera Exclusion Zones
- the spread of the pest Grape Phylloxera from specified areas: Phylloxera Infested Zones
- the entry of the pest Potato Cyst Nematode into specified areas: Otways, Western, Warragul
- the spread of the pest Potato Cyst Nematode from specified areas: PCN Control Areas
- the entry of specified pests and disease into the Toolangi Plant Protection District
- controlling Locusts in Victoria
- controlling the spread of the disease Chestnut Blight in northern Victoria
Queensland Fruit Fly Outbreaks
