Victorian Committee of Food Regulators Terms of Reference
The purpose of the Committee of Food Regulators is to ensure the seamless operation of the Victorian food regulatory system aimed at.
- Improved public health outcomes,
- Improved coordination of regulators,
- Greater consistency of implementation,
- Improved industry performance,
- Improved efficiency, and
- More confident consumer participation in markets.
The Committee will:
- Develop a strategic plan for food regulation (for approval by the Ministers for Health and Agriculture) to meet the objectives described above;
- Regularly monitor performance of the food safety strategic plan and coordinate reports to responsible ministers;
- Oversee a common approach to food safety performance reporting systems and provide an annual report, through the Committee representatives, to the Minister for Health and the Minister for Agriculture;
- Review and oversee the Memorandum of Understanding between Victorian food regulators;
- Ensure that relevant recommendations by the Victorian Competition and Efficiency Commission are addressed;
- Identify measures to improve the efficiency and effectiveness of the operations of the Victorian food regulatory system;
- Examine the scope of regulatory and non regulatory approaches for improving the performance of the food regulatory system
- Consult with the Food Safety Council and other relevant government bodies on matters as appropriate; and
- Serve as a forum to share knowledge and experience.
The Committee will engage with stakeholders as appropriate. In order to achieve this the Committee will develop a communication strategy.
The Committee will consult with the Food Safety Council as appropriate.
The Committee will respond to requests by Ministers, Secretaries of departments and Boards of statutory authorities, through the Committee representatives.
The Committee will initiate a review of its operations and effectiveness 18 months after commencing operations and make recommendations, including the continuance or otherwise of the committee.
The Committee will accept requests from and report to local government through the representative of the Municipal Association of Victoria
