Ministerial Statements of Expectations
Ministerial Statements of Expectations are about improving the performance and governance of the seven departmental portfolio regulators. The Statements are formal and public documents that articulate the Government’s priorities and objectives for each of the seven portfolio regulators. The Statements target specific priorities in matters of regulatory governance and practice. Annual public reporting on actions taken to fulfil these expectations will commence in 2012.
The development of each Statement was a truly collaborative effort, with multiple stages of consultation with each regulator to ensure the finished products were fit for purpose, took into account regulator's circumstances, including their objectives, legislative basis, size, and current practices and processes.
Statutory Regulators
There are four statutory regulators across the portfolio:
Dairy Food Safety Victoria
Dairy Food Safety Victoria (DFSV) is the independent regulator of Victoria’s dairy industry. Its purpose is to ensure the national food safety standards are maintained in the Victorian dairy industry.

Energy Safe Victoria
Energy Safe Victoria (ESV) is the independent technical regulator responsible for electricity, gas and pipeline safety in Victoria. Its purpose is to ensure the safety of electrical generation, transmission and distribution systems, electrical installations and electrical equipment, the safety of gas transmission distribution installations and appliances, and the safety of petroleum and other pipelines and prevention of environmental damage from them.

Primesafe
PrimeSafe is the independent regulator operating under the Meat Industry Act 1993 and Seafood Safety Act 2003 to regulate the safety of meat, poultry and seafood across Victoria. Its purpose is to regulate and advance food safety for the Victorian meat, poultry and seafood industries through a quality assurance system that protects public health and facilitates opportunities for industry growth and innovation.
Veterinary Practitioners Registration Board of Victoria
The Veterinary Practitioners Registration Board of Victoria is the independent regulator responsible for Veterinary practitioner registration in Victoria. Its purpose is to protect the public by ensuring access to veterinary services of an appropriate standard, including veterinary practitioners acting in accordance with standards of professional conducts.

Departmental Regulators
There are three departmental regulators. In all instances, regulatory powers and functions are spread across the portfolio Minister and the Secretary, with authority in many cases delegated to other DPI employees. The Ministerial Statements of Expectations for these regulators are issued to the Secretary, DPI.
Biosecurity Victoria
Biosecurity Victoria is a departmental regulator. Its purpose is to minimise the impact of pest, disease, invasive plants and animals, chemical use and residues, and animal welfare incidents upon Victorian market access, environment and production systems, while ensuring food safety and public health. Its purpose is also to maximise the adoption of best practice in animal welfare, chemical use and residues, and biosecurity.
Earth Resources Regulation Branch
The Earth Resources Regulation Branch is a departmental regulator. Its purpose is to ensure the sustainable development of Victoria’s mineral, petroleum, extractive and geothermal industries by regulating Victoria’s extractive earth resource industries.
Fisheries Victoria
Fisheries Victoria is a departmental regulator. Its purpose is to provide for the management, development and use of Victoria’s fisheries and aquaculture industries together with associated aquatic biological resources, in an efficient, effective and ecologically sustainable manner.
