Release of Targeted Discussion Papers

The Department of Primary Industries (DPI) is committed to the efficient regulation of the earth resources sector. As a result, DPI has established a broad review of the regulatory framework for the minerals industry to ensure the continued development of a sustainable and efficient earth resources sector in Victoria.

The primary focus of this review of the Mineral Resources (Sustainable Development) Act 1990 (MRSDA) is on the regulation of the minerals industry. As an outcome of the review of the Extractive Industries Development Act 1995 (EIDA), it is proposed that the EIDA be repealed and merged into the MRSDA, commencing 1 January 2010. Where issues are common to the regulation of both minerals and extractive industries, and where streamlining and improvements to current arrangements are relevant to the regulation of both industries, further reforms to the regulation of extractive industries will be examined.

An issues paper (1.9MB) on the review of the MRSDA was developed by DPI and released for public comment in April 2009 marking the first stage of the review.

Following consideration of formal submissions on the Issues Paper and a round of regional stakeholder consultations, DPI has now prepared a number of Targeted Discussion Papers. Further Targeted Discussion Papers may be released as the Review progresses.

Targeted Discussion Papers

The Targeted Discussion Papers look in more detail at key issues raised in the foregoing process, and where appropriate, pose some options and possible actions. The papers do not represent a final DPI policy position or any decision by Government. They are intended for discussion purposes only. Following the release of the Targeted Discussion Papers, DPI will undertake further consultations with the key interested parties.

Issues Paper

The issues paper released in April 2009 outlined the current regulatory and policy framework of the sector and also outlined the key principles that underpin best practice regulation. Discussion points were set out in the issues paper to help prompt submissions to the review.

Following the release of the issues paper submissions were received from industry and other stakeholders in response. Further feedback has been obtained through workshops held by the DPI in Benalla, Bendigo, Traralgon, Melbourne and Ballarat which attracted a total number of 187 people.

Made at the these information workshops a summary of the discussions and contributions.

Submissions in response to MRSDA Issues Paper have now been released for public review.
