The Opportunity

The first opportunity for interested parties is across six AFRs in Port Phillip Bay and Western Port. Eighteen secure leases, totalling 192ha of Victoria's high quality water, will be on offer. The majority of these areas have proven commercial production history, or have shown potential in pilot trials. The leases available in the first phase are shown in the following table:

The majority of these areas have well-regarded commercial production history or have shown exciting production potential in pilot trials.

Interested parties are invited to apply for new aquaculture site(s) through a ‘one-stop shop’ for State Government authorisations. Successful proponents will be awarded long-term registered Crown leases for up to 21 years and aquaculture licences.

Timing and Process

The allocation of the 18 new leases for marine aquaculture sites will be conducted through a transparent, open, fair and competitive process. Interested persons are invited to register their interest in this exciting development opportunity by contacting the Department of Primary Industries (DPI) to receive an Expression of Interest (EOI) Information Package.

Registered persons will receive an Expression of Interest (EOI) Information Package, sent by registered mail on or before 20 April 2006. The EOI Information Package will provide detail about how proponents can express their interest the allocation process. Interested parties are encouraged to check the website regularly. A flow chart outlining the allocation process is provided below.

To participate further, interested parties will be required to submit their completed Expression of Interest Information Package by (AEST) 5:00pm 12 May 2006.

Expression of Interest (17 February – 13 June)
17 February onwards: Proponents register interest.
Proponents receive Expression of Interest Information Pack
26 May 2006: Proponents lodge Expression of Interest (EOI) by this date
On or before 13 June 2006: Notification of assessment of EOI
Auction Qualification (5 June – 20 June)
5 June 2006: Training commences
15 June 2006: Default Bond due
21 June 2006: Final day for training
22 June 2006 (on or before): Notice of Qualification
Auction (22 June – 28 June)
22 June 2006: Auction Day
22 – 28 June 2006: Notification of Winning Bid and Deposit
Settlement (27 June – September)
27 June 2006: Default bonds returned to non-defaulting non-winning bidders
September 2006: Issue of Crown lease, coastal consent and aquaculture licence

Auction

The allocation of the 18 new leases for marine aquaculture sites will be conducted through a transparent, open, fair and competitive process. A user-friendly online auction to be held 22 June 2006 will allow each participant to target single or multiple sites of interest, and if desired, to change their bidding strategy as the auction progresses, thereby providing flexibility for interested parties to meet the requirements of their business.

Free training from fully qualified experts will ensure all bidders are familiar and comfortable with the software features. On the day of the auction, bidders will be able to bid from a central location or pre-approved off-site locations both in Australia and overseas.
