Victorian Horse Entry Declaration (VHED)

Moving Horses into Victoria from New South Wales and Queensland

As of 14 March there are no restricted zones in either New South Wales or Queensland, however to move a horse from these States to Victoria you are still required to acquire a Victorian Horse Entry Declaration (VHED). The VHED provides information to assist in tracing horse movements into Victoria.

Please refer to the New South Wales (external link) and Queensland (external link) Department of Primary Industry websites for the conditions of moving horses within these States.

    How to Obtain a VHED
NOTE - You will need Adobe Acrobat Reader to complete a Victorian Horse Entry Declaration. A free copy can be downloaded from Adobe Acrobat (external link).

    1. Complete the declaration application on line
    2. Print out and ensure that you sign and date it.
    3. You will be required to produce this declaration on request so please ensure that it is carried when transport horses

What if I don’t have internet access?
If you do not have internet access at home, you are encouraged to use your local library, internet café or post office. If none of these are practical, contact the DPI Customer Service Centre on 136 186 and the operators will help you complete the form. Doing it this way can be quite time consuming, as the declaration will need to be faxed or mailed to you, whereas the online declaration can be generated immediately.

For more information about the VHED and horse movement changes, see the complete Frequently Asked Questions (PDF 42kb).
