Consultation

The AMI project is a collaborative project involving Government, the Victorian electricity and distribution businesses, inter-state energy businesses and consumer groups.

In addition to the consultation that occurs through each of the project’s working groups, from time to time the Department has coordinated specific consultation exercises. This has included organising Stakeholder Forums, discussion papers on specific topics, and the publication of working documents for information and comment.

AMI Stakeholder Forums

The Government held the first Stakeholder Forum in May 2006 to outline its decision to commence the AMI project, and the approach the project would follow.

The second Stakeholder Forum was held in August 2006 to update stakeholders on progress and also initiate broad-based consultation on an initial draft of the AMI functionality specification.

Third Stakeholder Forum

In April 2007, a third Stakeholder Forum was held to provide an update DPI-AMI Stakeholder Presentation (PDF 903KB) on progress and provide an overview of the proposed legislative and regulatory framework.

Fourth Stakeholder Forum

On 7 December 2007, a fourth Stakeholder Forum was hosted by the Department to mark the end of the Establishment Phase, and the completion of the overall statutory framework, and the hand-over to industry for the Implementation Phase.

Further Stakeholder Forums

Further Stakeholder Forums have been held on 30 April 2008 on ZigBee wireless networks (PDF 2.1MB), and 4 August 2008 on Southern California Edison's SmartConnect program (2MB).

Open Communications Forum

On 29 June 2007, the Department hosted a forum AMI - Open Communications (PDF 1.8MB) to discuss the potential for open communication protocols and standards to be adopted for the Victorian AMI project.

The Department subsequently prepared an update paper, Update Open Communication (PDF 204KB) capturing the key issues and actions identified at the Open Communications Forum.

Discussion Papers

From time-to-time, the Department has published discussion papers on specific topics. Submissions received in response, have been used to assist the Department establish its policy position on a number of matters.

Discussion Paper 1 - Cost of Capital Financing for Advanced Metering Infrastructure

In December 2006, the Department published a discussion paper AMI Cost Capital Financing (PDF 142KB) to seek comment on policy decisions in relation to the setting of parameters to be used by the Essential Services Commission in determining metering charges for AMI.

Comments on this discussion paper, and the AMI Draft Order-in-Council (PDF 71KB), were sought by 9 February 2007 (extended from 24 January 2007) and a total of 5 submissions were received.

Discussion Paper 2 - Metering for Electric Off-peak Heating

In December 2006, the Department published a discussion paper Metering for Electric Off-peak Heating (PDF 70KB) to seek comment on policy decisions in relation to arrangements for the measurement of consumption by controlled off-peak loads, specifically in relation to AMI. The discussion paper explored whether AMI systems may be capable of removing the need for separate recording of off-peak hot water system or space heating usage on a second meter register (or additional meter) through the establishment of more dynamic tariff settings.

Comments on this discussion paper were sought by 9 February 2007 (extended from 24 January 2007) and a total of 14 submissions were received.

Discussion Paper 3 - AMI and Embedded Networks

The Victorian Parliament amended the Electricity Industry Act 2000 in August 2006 to provide powers to enable a state-wide rollout of AMI to Victorian electricity consumers. Whilst the Act provides for a state-wide rollout of AMI, it is not explicit as to whether customers in an embedded network should be required to have AMI installed.

In March 2007, the Department published a discussion paper AMI Embedded Networks (PDF 112KB) to seek comment on policy decisions in relation to the extent to which AMI should be deployed to consumers in embedded networks, and related principles and requirements.

Comments on this discussion paper were sought by 30 April 2007 and a total of 8 public submissions were received.

The Government’s decision in response to the matters raised in this discussion paper are still being considered. As a first step, the Department is working with the Essential Services Commission to better understand how many embedded networks are in operation across the state, and how many consumers may be affected by any specific future provisions in relation to AMI.

From time-to-time, the Department publishes working papers on specific topics, for comment or for information.

AMI Home Area Network (HAN) Functionality Guideline

The Advanced Metering Infrastructure Home Area Network (HAN) Guideline (PDF 800KB) replaces the earlier In-Home Display Functionality Guidelines.

Comments on the HAN Functionality Guideline were sought by 19 January 2009. Consultation on DPI-AMI-HAN Functionality Guideline (PDF161KB).
